Deputies of the Carter County Sheriff’s Office arrested a man Monday evening after a traffic stop led to the discovery of narcotics and firearms in his vehicle.

Investigators noticed a vehicle in Elizabethton driving approximately 20 miles per hour over the speed limit and initiated a traffic stop on Highway 67. They then asked the driver, 22-year-old Joe Nathan Govan of Charlotte, North Carolina, to step out of the vehicle so they could speak to him at the rear of the car to avoid nearby traffic. Govan complied and when asked told investigators that he had two firearms in his waistband. Investigators secured the weapons and then continued to speak to him.

Govan told investigators that he was in possession of narcotics, and investigators searched his person and his vehicle and found methamphetamine, MDMA, marijuana, scales, another firearm and almost $1,800 in cash. He was then taken into custody on charges of schedule I drug violations, schedule II drug violations, and possessing a firearm during the commission of a felony.

Govan was booked into the Carter County Detention Center and was released Wednesday on a $32,000 bond.
